City of Boise's Homeless Services Grant

The City of Boise is committed to doing everything we can to ensure that there is a place to live for every resident, at every budget. This includes addressing homelessness in our community. The City serves as the Collaborative Applicant for Our Path Home, the public-private partnership working to make homelessness in Ada County an increasingly rare, brief, and singular experience. Because of this commitment and role, the City continues to bolster the work of Our Path Home partner agencies by investing in evidence-based best practices to better serve our community.

The City of Boise funds grants for homelessness services each year from the Neighbors in Need (NIN) Fund and can obligate additional monies for a homelessness services purpose when funding is available. The funds available during any given year are combined into a single grant process, the Homelessness Services Grant, that funds projects beginning on October 1st and ending on September 30th of the following year.

FY26 Funding

Total funding available is $370,000.

FY26 Priorities and Eligibility

The City, in support of Our Path Home, is soliciting project applications for FY26 for these funds. The call for applications prioritizes the following intended beneficiaries:

  1. Residents experiencing homelessness (24 CFR 578.3), including those that have recently exited homelessness that are being supported to sustain their housing
  2. Residents at-risk of experiencing homelessness (24 CFR 578.3), especially those exiting publicly funded facilities, systems of care, in a legal eviction processes, and whom have prior experience of homelessness documented with Our Path Home within the last 24 months

Therefore, programs or projects that are prioritized generally should any include any of the following:

  1. Crisis response services that meet the needs of individuals and families experiencing homelessness including direct financial assistance (emergency shelter, street outreach, housing navigation, etc.)
  2. Supportive housing including direct financial/rental assistance and support services (24 CFR 578.53), to residents actively exiting or with who have prior experience of homelessness
  3. Targeted homelessness prevention through direct financial/rental assistance to residents at-risk of experiencing homelessness

Eligible activities must:

  • Serve residents of the City of Boise
  • Serve households with an income of 60% or below Area Median Income (AMI), as defined by the US Department of Housing and Urban Development; (see City of Boise income guidelines here)

Application Requirements

Grantees must comply with all applicable fair housing and civil rights requirements in 24 CFR 5.105(a). In addition, grantees must make rental assistance and services available to all on a nondiscriminatory basis and ensure that all City of Boise residents have equal access to information about the program and services available and equal access to the financial assistance and services provided.

Grantees are required to affirmatively further fair housing for the protected classes: race, color, national origin, religion, sex, disability and familial status. Examples of affirmatively furthering fair housing include:

  • Marketing the program to all eligible persons, including persons with disabilities and persons with limited English proficiency
  • Making buildings and communications that facilitate applications and service delivery accessible to persons with disabilities
  • Providing fair housing counseling services or referrals to fair housing agencies
  • Informing program participants of how to file a housing discrimination complaint
  • Recruiting landlords in areas that expand housing choice

Application Process and Timeline

The Our Path Home Executive Committee (OPH EC) oversees the grant making processes and makes a recommendation to the Mayor and City Council regarding the expenditure of funds. For the FY26 Homelessness Services Grant, the OPH EC designated a grant review team composed of different community stakeholders connected to ending homelessness and staffed by Our Path Home team members. The grant review team will set up the process, review the applications and provide a recommendation to the OPH EC. The OPH EC will review and determine a final funding recommendation that will be sent to the Boise City Council for final review and approval.

  • Monday May 12, 2025 – OPH Executive Committee confirms FY26 funding priorities and approved the Grant Review Team
  • Monday June 2, 2025 – Grant Review Team sends final materials to software team, including the application and reporting requirements
  • Tuesday July 1, 2025 – Application period opens
  • Thursday July 31, 2025 – Application period closes at 11:59 PM MT
  • Friday August 29, 2025 – Grant Review Team sends scoring and recommendation to OPH Executive Committee
  • Monday September 8, 2025 – Our Path Home Executive Committee determines funding recommendations for City Council
  • Tuesday September 30, 2025 – City Council receives funding recommendation for review and approval
  • Wednesday October 1, 2025 – Grant agreement(s) effective and grantees can begin requesting reimbursement for eligible activities
